A major new issue has arising in relation to Julia GILLARD'sdistinctive competence in promoting incorporated associations to union
leaders for the purpose of raising and holding slush funds. A credible
union leader has provided me with a statement that he is willing to give
on oath to the Royal Commission, alleging that GILLARD approached him
to "sell" him the idea of creating a corporate entity that would appear
to be a health and safety body, but which would in fact be a sham, a
cover for a slush fund outside the union's control and largely beyond
the reach of regulatory authorities.
