Interesting, because if he is obliquely referring to the Tavistock Institute (see Godlike Productions, Beatles, Alien Bodies wiki etc.) he was certainly an enormous help to them. The "fictitious buddhism" of T. Lobsang Rampa, as real Tibetal Buddhists call it, was a gigantic influence on British culture in the 1950s and 1960s, leading directly to the British fascination with Tibetan Buddhism and Buddhism generally. It led to the Beatles "awakening" and was the beach head for the New Age predilection for appropriating other people's ancient cultures for their own purposes.

Tuesday Lobsang Rampa, Fictitious Tibetan Buddhism and the Tavistock Institute
As a throwaway line in a letter that T. Lobsang Rampa wrote to UFO buff Gray Barker T. Lobsang mentioned that he had been unable to obtain normal employment, and that the Tavistock Square association had been no help.
